Step 1: Prepare documents to apply for a construction permit

An application for a building permit form.

A certified copy of one of land use right papers in accordance with the land law.

A certified copy of the certificate of business registration or investment certificate.

2 sets of workshop design drawings, each set includes:

• Drawings of the total ground of the project or the total ground plan for each phase of the project, the rate of 1/100 - 1/500.
• Ground drawing of each work on the land lot, scale 1/100 - 1/500,  attached with the construction location diagram.
• Drawings of main verticals and sections of each project, scale 1/50 - 1/200.
• Foundation drawings of each work, scale 1/100 - 1/200 and foundation section of each project, scale 1/50, attached to the diagram of the connection to the rainwater drainage system, wastewater treatment, water supply, electricity supply, and communication, with the rate of 1/50 - 1/200.

Depending on the construction site, work size, construction properties, in comparison with the provisions of the regulations, construction standards; Standard, specialized standards and relevant legal regulations, Dossier requesting for construction permit must also supplement the following documents:

• Drawings of fire prevention and fighting system (fire protection), scale 1/50 - 1/200, stamped for approval for the works on the list of requirements for appraisal and approval of fire prevention and fighting plans in accordance with law on fire protection.
• Report on the appraisal result and the investor's written approval of technical design or construction drawing design according to regulations; Design verification report issued by state management agency in charge of construction or consultancy organization having full capacity under regulations on implementation, enclosed with signed main bearing structure drawings, stamp of organization or individual designing. 
• The project approval decision enclosed with the investment approval document of a competent state agency, documents for consultation on basic design (if any) of state management agencies on specialized construction works according to regulations.
• The investor's written approval of construction measures to ensure safety for works and neighboring works, for works built with basements.
• Capacity manifest, experience of the design organization, the individual is the headmaster, design the design with the form enclosed with a certified copy of the practice certificate of the manager, design lead. 

Step 2 Submit the application for construction permit to the People's Committee of wards and communes

After being fully prepared, We proceed to apply for a factory construction permit at the reception and result return department of the People's Committee of the commune or ward.

Step 3 The urban management office receives the application for construction permit to consider issuing the permit

The Urban Management Division receives dossiers from the commune and ward People's Committees, checks and submits them to the People's Committees of provinces and cities for consideration and licensing.

Step 4 Get a license at the results-returning department of the People's Committee of the province or city

• Decree No. 64/2012 / ND-CP dated September 4, 2012 of the Government on granting construction permits;
• Circular No. 10/2012 / TT-BXD dated 20/12/2012 of the Ministry of Construction detailing some contents of Decree No. 64/2012 / ND-CP dated September 4, 2012 of the Government on the construction permit;

Processing time for construction permit application

Usually no more than 1 month from receipt of a valid application (except holidays, New Year). However, preparing to complete a valid dossier is quite difficult for businesses.
